NGO-CEDAW សូមជម្រាបជូនជាព៌តមាន និងចែករំលែក ដល់លោកស្រី លោកអោយបានជ្រាបថា គណៈកម្មាជិការនៃអង្គការសហប្រជាតិទទួលបន្ទុកអនុសញ្ញាស៊ីដ (គណៈកម្មាធិការ)បានចេញផ្សាយនូវសេចក្តីសម្រចរបស់ខ្លួន កាលពីថ្ងៃទី ៤ ខែកក្តដា ឆ្នាំ ២០២២ នេះ ឆ្លើយតបទៅនឹងបញ្ហាអត្ថិភាពចំនួន ៣ ចំនុចដែលបានលើកឡើងនៅក្នុងរបាយការណ៌តាមដាន នៃសេចក្តីសង្កេតសន្និដ្ឋាន ចុងក្រោយ របស់គណៈកម្មាធិការ កាលពីឆ្នាំ ២០១៩ ដោយគណៈកម្មាធិការ បានមើលឃើញថា៖
§ អនុសាសន៍លើកថាខណ្ឌ ១៩ របស់គណៈកម្មាធិការ លើការធានានូវសិទ្ធិ សេរីភាពជាមូលដ្ឋាន គឺ រដ្ឋាភិបាលកម្ពុជាមិនបានអនុវត្តឡើយ ។
§ អនុសាសន៍លើកថាខណ្ឌ ២៥ (ខ) របស់គណៈកម្មាធិការ ចំពោះការពិនិត្យ និងធ្វើវិសោធន៌កម្មលើច្បាប់ទប់ស្កាត់អំពើហិង្សានឹងកិច្ចការពារជនរងគ្រោះ គឺរដ្ឋាភិបាលកម្ពុជាបានអនុវត្តខ្លះៗ ។
§ និងអនុសាសន៍លើកថាខណ្ឌ ៤៧ (គ) របស់គណៈកម្មាធិការចំពោះ ការធានាថាច្បាប់ពរពោះជំនួស មិនដាក់ទោសទណ្ឌលើស្រ្តីដែលស្មគ្រ័ចិត្តធ្វើជាអ្នកពរពោះជំនួសនោះ គឺ រដ្ឋាភិបាលកម្ពុជាក៏មិនបានអនុវត្តដែរ ។
ដូច្នេះគណៈកម្មាធិការនៅតែសម្តែងការព្រួយបារម្ភ ចំពោះការរាយការណ៌ថារដ្ឋាភិបាលកម្ពុជានៅតែបន្តបៀតបៀនយាយី គម្រាមកំហែង លើអ្នកការពារសិទ្ធិមនុស្ស និងបង្ករការរំខាន និងរឹតត្បឹតលើក្រុមសហជីពនានាក្នុងការដំណើរការសកម្មភាពរបស់ពួកគេបានដោយសេរី និងឯករាជ្យ។

We are pleased to announce that the UN CEDAW Committee has published its 4 July 2022 decision responding to the RGC’s follow-up report on the three priority issues from the 2019 Concluding Observations (CoBS). With regard to the recommendations in:
-Paragraph 19 on the issue of guaranteeing fundamental freedoms, the recommendation has NOT BEEN IMPLEMENTED.
-Paragraph 25(b) on reviewing and amending the DV Law, the recommendation has been PARTIALLY IMPLEMENTED.
-Paragraph 47(c) on ensuring that the surrogacy law not criminalize women acting as surrogates, the recommendation has NOT BEEN IMPLEMENTED.
The Committee “remains concerned at reports of continuing harassment and threats against human rights defenders and the inability of unions to operate freely and independently without interference and undue restrictions.”
